What makes up car registration fees?
Most states charge some mix of four things: a registration fee (flat, or based on weight, value or age), a one-time title fee, sales or excise tax when you buy, and smaller local or special fees such as county, emissions or electric-vehicle charges.
That's why the same car can cost under $100 to register in one state and over $1,000 in another. A value-based fee like California's Vehicle License Fee grows with the price of the car, while Pennsylvania charges the same $48 for almost every passenger car.
